Glue the paper to the tile and let it dry completely. Then paint over the paper and tile with mod podge. Let it  dry, and repeat 2 or 3 times. While coasters come in various materials, from cotton to cork, the most absorbent choices are felt and porous stones like ceramic and sandstone.
